The article substantiates the need to reassess the role of human capital in the digital age. The author justifies the necessity to create an information space for scientific and educational institutions at the time when adequate education is the main source of human capital formation in any country. A method for assessing the level of human capital based on information scientific and educational resources is proposed. The corresponding calculations on the example of agricultural educational institutions are provided. The mathematical model for assessing the impact of human capital on the socioeconomic situation in various regions of the country is also presented.
